Situation before the Reform of 2009
 

 

The LALRG is an organization that on voluntary bases unites local governments of Latvian cities, novadi and districts.
 
In 2005, according to the law “About Local Governments” the LALRG had rights to represent local governments in meetings with the Cabinet of Ministers because members of the LALRG were:
  • 60 out of 60 city municipalities.
  • 26 out of 26 district municipalities.
  • 391 out of 444 rural municipalities.
  • 22 out of 26 novadi.
 
The LALRG (Latvian Association of Local and Regional Governments) is the only organization of local governments of this level in Latvia.
