Functions of the Local Government Association
The statutes of LALRG from the very beginning included three main functions:
  • To have common politics in local governments and to represent common interest of local governments.
  • To help with problem solving, to offer different services (with and without charge) to local governments, including training for politicians and workers, consultations, and information services.
  • To protect common interest and democracy of local governments.
 
Since Latvia has joined Article 10 of European Charter of Local Self-government, the LALRG has rights and possibilities for cooperation with local governments in other countries.
 
In order to fulfill these functions, it was needed:
  • To develop political structure of the organization and approve documents of the operation, in order for members of the LALRG to be able to cooperate in developing the common opinion.
  • To develop management structure of the organization that would professionally do the job concerning the state law and political analysis, in order to gain maximum effect with minimal expenses.
  • To develop the system of dialogue with the state administration.
  • To develop the system of partnership with nongovernmental organizations.
  • To develop regular mass media interest, in order to have activities of the LALRG on political agenda every day, and to be known. Also, to have an opportunity to explain interests of local governments, as well as, to find new alliances.
  • To develop the dialogue system with political parties.
 
In order to fulfill these functions, some actions were taken, for example, new companies were established for services – Training centre, Consultation centre. Since 1995 the monthly magazine “Logs” (Window) is published.
